 So, on this approach, I have a 3000ft minimum altitude auto-populated to OVUTU, the IF/IAF. The MSA is 3200ft. The leg altitudes are 2400ft. Where does it get 3000ft? Orest, my guess is that you defined the altitude in your custom hold in the FMS |

That is indeed possible. You've got your thinking cap on. I don't believe that I set an altitude for that hold, but perhaps I did. I'll check that out again, next time I"m up.
