I haven't been able to figure out how to show the actual airport/runways on military bases. The Class D or C rings show up, and if there is a VOR in the airspace, it shows up, but the airport and runway symbols do not. This is true on the IFD100, the Simulator, and on my IFD540 in MAP or FMS views. Running 10.2.4.1. Is this normal?

I've never noticed if the runways display at Military bases, however I can conform that the approaches are accessible in the IFD units as I've flow approaches at both WRI and DOV and approaches for both were loaded on the IFD.

Check to see if you are filtering airports by those that have 100LL. I was able to replicate your results by filtering airports to only those that have 100LL in the AUX-Map Setup - Airport Filter. Returning the fuel airport filter to "Any" restores those airports on the map display as well as keeps those that do not have jet fuel on the map.
