At what point did they stop coming unlocked? Are all the prebuy 440s unlocked?

The prebuy 440s are unlocked.
Avidyne began to offer a base 440 model at a reduced price sometime earlier this year with options available as enablement for an additional fee.

Correct. The pricing change and the addition of unlocks for WiFi/Bluetooth and FLTA came in February.
