When manually tuning a comm frequency, the frequency list doesn't prompt showing the three tabs (airport, enroute, recent). It doesn't work on the ground or in the air with full gps signal. Am I missing a setting somewhere? The software version is 10.3.1.2

You're not missing anything. That is a known problem and is fixed by the 10.3.2.2 release.
